Check out the University's ranking and its International program. The denial ratio for the top Univ is very less obviously, it portrays that you are going to US for a good reason. If it is some Univ with no ranking and with small international group of people then it may rise suspicion, he may ask "You can find better Univ in your country than this, then why this Univ?" and he may think that you just want to go US, there is no proper defined goal. Synchronize your connection with your present education and future. Choose your department based on your degree, if you have Bachelors in MicroBiology Apply for Masters in MicroBiology, don't go for Masters in Computer Science. Try to exchange some emails with Prof in the Dept you applied, discuss in the lines of the subject. Take the print out this will prove your zeal. Have all the original copies of your degree certificates, all the original copies of your GRE/TOEFL scores, I20(s). If you have mutiple I20s convince him with a proper reason why you are going to this Univ? Don't confuse yourself with all the documents, try to align them in a proper way.
